In the Mannheim White Paper Process, more than 1,000 ideas from the public were turned into five concrete brands determining the framework for land development. Volunteer stewards committed themselves as neutral moderators of the public participation process. They moderated working groups and round tables, driving concrete urban development topics forward. Eighteen stewards were involved. The criterion for cooperation was that stewards must not be club, company or political party spokespersons, nor claim commercial interests in the sites. They met with the conversion office monthly and planned their own events, such as the Citizens' Forums. Moderated by social planner Walter Werner, 17 social stewards dealt with key points for inclusive living and housing in the conversion areas.
